Super Mario Galaxy help!

I have completed the Honey Hive galaxy and have received the star from the toads, then Mario is returned to the observatory and there I am stuck. I can not get to Trouble on the Tower. I can go back to the Honey Hive galaxy but there is nothing different than the first time. What am I doing wrong?
